improvement...so close but i cant reach it

Hi there all!:)

i really would like to improve to 1600 before the end of the year...online and otb...my online rating is 1521 and my otb is 1468

i know my real weaknesses already...positional play and strategic play...i know that to plot a strategy i have to understand pawn structure but all i can draw from that is open/half open files from Rooks...My attacking play is not too bad and 9/10 times my tactical play lets me win against 1500 plus players online...i dont really know how to plot  my strategy regarding these structures and only recently started learning to evaluate positions based on pawn structure(pawn islands ect.)

i know the elements of positional play but my positional play always seems to be lacking...i always seem to plant a knight on an outpost at best...usually i lose the knight through a forced trade

any help would be greatly appreciated
