It happens most usually when the player with all the material runs out of time.
Let me give an absurd example:
White cannot win because he ran out of time.
Black cannot win because he doesn't have mating material.
The game is drawn.

Many times I had faced this issue..
Whenever there is Insufficient material (only king one side) game will be draw. This is not applicable to other party when he at the verge of winning. It only happens to me whenever I am at winning end and other player has only king.
I don’t know how this is calculated..
