The empty square - it leaves the board when captured by any piece, and returns as soon as that piece leaves. Uhm didn't we already have this?
No. You can't take an empty square with a pawn at the moment and it might make castling difficult.

The only thing the FIDE laws say on the subject is:
Art. 1.1 The game of chess is played between two opponents who move their pieces on a square board called a ‘chessboard’.
Nowhere is it stated that each player may move only his own pieces. The online USCF rules http://www.uschess.org/content/view/7324/28/#section8 also fail to state that.
So apparently the fool is not new. All existing pieces are fools. It's just that not many people take full advantage of their capabilities.

In which case it's at least ambiguous. I take "their" as a plural possessive pronoun and (feminist lobby permitting) "his" as the singular. So "their pieces" in the article would mean only the pieces belonging to the players (plural).
Had FIDE intended to restrict each player's moves to his own pieces it would presumably have been worded, "The game of chess is played between two opponents each of whom moves his pieces on a square board called a ‘chessboard’.
