Are two people allowed to play hand and brain in live chess if only one person is playing at a time, or is that cheating?

No, it's not allowed. What proof do you have that the hand did not move on its own? It's only allowed if you're on video, preferably a live stream.

Anything else would simply undermine the policies of this site and the cheat detection team.

In fact, the very idea of hand & brain chess has already undermined the rating system on this site, unless the games are unrated.

That is why it is usually only on videos and/or live streams.

Yes it is. Anything is allowed in unrated play. You can practice, share ideas, etc.

Well, not anything. Engine use is still prohibited unless both players agree to it.

everything is allowed in unratecd games. it is rated games that are important

The Fair Play policy does not exempt unrated games.  Is that an oversight?
