As of writing this, it is not yet live. The scheduled release was pushed back to today. Theoretically is should be released momentarily (unironically in about 20 minutes).
When it is live, then playing any game should put you into a league. Also, you should be able to check other people's profiles for their League division (if they have played a game after it was released).
