low points "cheaters"

hello everybody, i've played couple of "low points" players (600-700 pts) that were obviously much much better. Then I observed their games and they were systematically loosing by resignation against low points players in order to loose points and then playing normally against players with better ranking. Usually when i started to ask why they are doing that, they usually got  pretentious and tell me that i'd better learn to play chess in order to open my mouth. Well I have nothing about loosing games, but i'm still wondering that way to do, why???

To win tournaments at a lower rating band? It's an offense if you feel like reporting.

To me it's not an offense. It's just pathetic if they are doing that to win tournaments...
