Wrong! The player [remove player name mod SB] made me wait for 8 minutes until I won the match. Note that I even asked in the chat for him to leave and threatened to report him, and it doesn't matter to him. continued to wind me up endlessly. Chess.com says that if we report it, it will solve the problem, how? This player must do this in every match and has never been punished. Too disappointed! This type of person does not represent chess.

Yes, but after up to 30 min. The entire point of the suggestions is to stop stalling, which goes against the rules of the site. Hence the suggestions that might prevent the rule breaking during the game, rather than just punishing it afterwards
I'm pretty sure it's based on the game's length. So for example, wasting 2-3 minutes in a lost position in a 10-minute game. I'm not sure if they are using an algorithm for it, but it's probably adjusted from time to time anyway.
OMG....I had to wait....I almost died from the wait....Why doesn't someone make a made or TV movie about this travesty???? Or at least write a book about this inhumane treatment. I mean it ranks right up there with the great disasters of man.
