New players default rating

I've seen players that have played no games with exactly 2000 rating. Some others with exactly 1800 rating. That must be the default rating given, right? When I join chess.com, my rating is 1200 for every categories: Bullet, Blitz, Standard, Correspondence, Tactics, etc.

So how is this default rating determined and why are there differences between players?

v3 of the website and the app let players choose their strength. Based on that self selection, they get an initial rating.

v2 started everyone at 1200.
