Players intentionally wasting time

There should be a system in this website, to automatically grant win to a player who is intentionally being waited by his/her opposition during live chess. I've been facing this since I have joined this website, and honestly, I'm sick of these players who just can't admit defeat, and resign. There's no point in tolerating people who are more interested in wasting someone's time, than playing. 

I am aware of that. The limit is three minutes. But there are people who'll disconnect first, and before this period of time runs out, they'll again reconnect, making you wait for another three minutes. And they'll repeat the process until their total remaining time comes to an end. I mostly play standard chess, so you can imagine how's it to sit idly for 20-25 minutes, doing nothing, waiting for a move. 

Blocking them isn't going to be very effective.
