Idk if this is a lock worthy case but maybe they have restrictions or…its allowed for some reason…?
it's disgusting, they should be banned

At the higher puzzle ratings, there are less puzzles that super tough. This means that some players just try memorizing the puzzles. It isn't cheating. Others just spend super long calculating and double checking before moving. They may increase their puzzle rating super high by doing this, but it doesn't really help them much as a real game won't let them think about a certain position for hours.
