Puzzle Comments - Hijacked by Trite Game

The puzzle comments section has been rendered worse than useless (annoying) by moderators allowing a handful of people - who mostly appear to not play chess on the site - to hijack it for the purpose of their trite activities.
Perhaps this situation could be addressed by there being a requirement that the person has played at least one rated game sometime in the previous week.
If this is hard to automate, moderators could check on some of the ringleaders to see if this condition has been fulfilled.
If they are not playing chess here, and are hijacking space, what is the benefit of allowing them to use the site at all?
