This has to do with USCF's rating formula, which gives you a lower performance rating than your actual rating if you defeat a player rated 400 points below you (the performance rating formula adds 400 points to the rating of players you beat, subtracts 400 points to players you lost to, and then finds the mean of these modified ratings). However, you will not lose rating I am not sure if you gain 0 points or a decimal number though!
Is it true that you could lose rating when you win a game against the person who has 400 or more less rating than you?
