The basic point is that referrals are rewards given for new paid memberships. They don't care if you get your mom and your little brother to sign up if they don't become paying members.
The second point is that the referral should come through one of the widgets, badges referred to above, which include your membership number. Or you must be named when someone is signing up (There is a field in the signup form for that.) They won't just take your word for it afterwards.
