Sometimes your "chess.com" website will buffer occasionally and cause an opponent to wait...thereby unfairly passing the opponent and resticting for 5 mins the person wanting to play who is not responsible your your websites' buffering. You should not restrict players until you have solved your glitch. Thank you for reading.
