As others have said, this isn't an issue because chess.com uses the glicko system. Newcomers will have a high RD. Their ratings will move more and the ratings of those who play them will move less. From chess.com knowledge base,
"your rating moves less when playing an opponent with a high rating deviation because his or her true rating is less certain"
