At regular intervals there are accounts where there are serial timeouts.
Two of the more infamous are lordbobbetti (the father of the rating floor for timeouts) and ANIKO. These were "natural" occurrences due to being overburdened. Serial time outs also occur when members close their account.
When players decide to resign games or withdraw from tournaments, on purpose, there is no ratings floor. There are reasons for this to occur. A player can be overburdened, sandbagging, going for a zero rating, other ...
The current no ratings floor policy for resignations and resignations counting on any number of moves (no minimum) encourages sandbagging and going for zero.
Seems like there should be only one choice of response but here goes. I will update responses, if any, in this first post.
