Well, beginners don't have much pattern recognition-so blitz is a very poor choice. Though most tend to play quickly, it's best for them to slow down, a bit.
In on-line or live chess, a time limit is essential, people would abandon games otherwise. If you opt for on-line (that's the turn-based version) you get a few days per move, so time won't be an issue.
In live chess, fifteen or twenty minute games are probably best for beginners. The key is to give yourself enough time to look at the position carefully, but there's only a limited amount of calculation a beginner can do.
