If all 1500+ online chess Indian players commit to play in these matches, I am sure in Asian League we will stand within top 3 and in WL, within top 10.

There is no restriction about rating. You can join any match. Whether you get a chance to play or not, depends on how many players join from the opposition.

Joining a group: Reach it's home page and click on "Join Group".
Joining a team match: Click on "Matches" link, among the matches that are open for registration, select the you wish to join and join.
Joining WL matches: You should have completed at least 10 online games before you can join a WL match.

It's a pity Team India has never won against Team Australia, Team Indonesia, Team Iraq and Team Iran in Asian and World League matches. If good Indian players at chess.com site play for India in these matches (whether otherwise they play for Team India or some other India based group), we stand extremely good chances of a much better showing in the league results. Hopefully this year there will be better representation of Indian players in these matches. The restriction to playing is not based on rating. It is based on racism.
Not really. At least not in Team India. The only requirement to become TI member is to fly Indian Flag - which for us is the proof that one's loyalties are with India.
Unfortunately chess.com does not provide a method by which your national flag can be linked with your nationality. Flag is linked to location here so some of us have to find a work around to associate ourselves with our national flag.

Indians are entitled to play in Asian League and World League tournaments. Since year 2012, following arrangement is in existence:
Asian League:
Only Normal chess tournament is played.
Represented by
World League:
Normal Chess Represented by
Chess 960 Represented by
Vote Chess Represented by Indian Marauders
To play in these league tournaments, the Indian has to be a member of the relevant group first. All Indians (irrespective of their rating) are encouraged to play for their country and contribute towards India's wins in the matches.
