That isn't cheating. Players are free to choose their opponent's in Daily chess, via open seeks and this isn't much different.
They shouldn't get many rating points for winning and if they lose they will likely lose quite a few. Players are free to look at the player's stats to see that their average opponent rating is low and can realize that is likely how they maintain that rating.
I am sorry for even having to bring this to anyones attention, as I cannot see for any reason why you would cheat in the greatest Gentlemans game on the planet; but here it is.
I host a loty of tournaments I am an experienced poacher hunter, cheat finder, and engine user in my rating area. i can not find anything anywhere on Chess.com on this type of cheating that has just reared it's ugly head.
Example to keep things private and safe.
I just started new tournament, I am directing it: stats 3 days, 5 player tourney ! place advance, <1500.
Advanced stats custom trophies, games rated do not use tie break, invite only
I join my new tournamnet as I am rated 1499.
I then invite members to play all rated 1200 or less.
What is Chess.com policy on this type of cheating? I have found a player fitting this, so easy was it to spot.
25 tourniments entered , 12 1st 5 2nds 2 3rds
all directed by him.
