#3 - devolve entire forums into more manageable cliques of people who never disagree with you.

Not most people's definition of it.  Discussions usually have more than one point of view.  You don't see me blocking anyone who just disagrees with what I say.  Just if they tend to attack me personally.  Or try to hijack any of my topics.  There is a difference.
