No, that's the way the Glicko rating system works. The system includes a measure of rating uncertainty called the rating deviation (RD) value.
Players with few games in a rating pool, or gaps in play, will have a higher RD value and see large changes after games. As more games are played, that value decreases, as does the magnitude of rating changes.
