What are player help against teamer ?

The two players teamed against me for 15 moves straight, sure it may be considered 'legal' but what is the limit between 'legal' and teaming.
At one point you can see that he prefer to lose a pawn in order to block me.
Making a move where you lose a piece just to kill an other player should be considered against the TOS no ?
So what is the recourse to avoid these cheaters other than block them ?
