When an opponent play a final rook and king against rook and king for 30 seconds without accepting a draw because you are timing out?

Yes i saw his blunder as well, still.

 

I play blitz a lot, i already won and lost one move away from losing or winning, it is frustrating, but no problem, in this case, it's different.

Rook against rook final is absolutely pointless and you can't premove because you can lose your rook so basically, there are nothing to do. I understand that a guy try to win on time, i do it as well but there is at least challenge: "prove me if you can beat me quickly enough". But there is nothing here, absolutely nothing. 

I know personnaly i would always agree for a draw in this situation even if i have more time left.

I  blunder as well move 54, i didn't even notive that i wouldn't be able to take G4 after his capture in c4, pretty pathetic.

If you play with a time control then you are required to make all your moves before  your time ends, regardless of the position. If you don't like it, don't play blitz. On the plus side, you support the correct tennis player. :)
