ofc there are some like people who spam often say to somebody that i will report u on abuse

Staff are the ones that look at abuse reports and in the absence of any corroborating evidence, such as a similar history of abuse, there's likely nothing that will be done. At the worse case, you may get a note about what is acceptable behavior.

I think, without directly asking, that the OP was wondering if there were consequences for someone who makes multiple frivolous or unverifiable reports....

For example, if I decided to report the last guy who beat me for cheating (despite it was my stupidity that led to the loss...but hey, he cheated!), and then report someone else for harassing me by saying "good game" in chat, and so on....just reporting everyone and thing for a day, creating a couple dozen things for staff to chase after that are ridiculous and fruitless, are there consequences for that?  If there isn't, there should be....

For the record, I'm not that guy who does stuff like that. I'm more likely to be the one saying something along of the lines of "Good game, I can't believe I blundered that endgame like I did"

I can't say for certain, but my guess is they have a way to see if a member has a high number of frivolous reports and may give less weight to their reports.
