Is my ping really 398ms?

I tested my connection today and this is the result:

Can it be the case that you had such huge ping for short period of time?

No. My ping is consistently way over 200ms

The test you posted measures the ping and speed you have to the server selected by your speed tester. Actual latency to Chess.com servers can be 300ms, especially seeing that they don't have a point of presence in North Korea.
