Elo supposed to show win probability between players. And it reflects their strength.
Player with same Elo as you (if you both rated properly and both play full strength full attention) has 50% chance of winning against you. If player has Elo 1000 higher than you, you would win only 3 games out of 1000 against him.

That said, low-Elo players here often play stronger than their Elo suggests.
