2 Rooks vs 1 Queen which is better


There are a few rules that I know of.......
1. If the king who has the 2-Rooks is not safe, the Queen can be better than the 2-Rooks.
2. If the Rooks cannot coordinate well, the Queen will be better
But if both these rules DON'T apply, the 2-Rooks will always be better than the Queen.

1 Rook= 5 ( rank) 2 rook = 5+5 so 2 rook =10 1 queen =9 but gets a bonus so 9>10
What is this bonus? Two Rooks are normally better than a Queen, so no bonus.

if its an endgame it depends on the position plus the skill level of the players but i think rooks should usually win

Strictly depends on the position itself.
Are the Rooks coordinated?
Is it just 2R vs Q? Or is that merely the material imbalance with the minor pieces still on the board?
If the minors still remain, and most the pawns remain, typically the Queen is better as it does not rely on open files and can combine well with minor pieces, especially the knights, to mate the opposing king.
If it is strictly a Q vs 2R ending, then it depends on 2 things.
1) Are there open files?
2) Are the Rooks coordinated?
If the answer is yes to both, the Rooks tend to be better. If either is No, the Queen tends to be favored.
For example, I recall a game I was looking at from a book where the f8 rook went to d8, was lifted to d6, went to a6, and captured a pawn on a5. The other rook was still on a8, yes, with the pawn still on a7. So the Rooks are not connected at all, and are nowhere near being connected. It got down to an ending where White gave up the Rooks for the Black Queen, all the minors were traded, and White won pretty easily because the Rooks were discoordinated.
