No, this isn't stalemate because white has many different moves to make. According to http://www.k4it.de/index.php?topic=egtb&lang=en, white can force mate in 24.

No. It's not stalemate because White has 17 legal moves. Even if it were Black to move, it's not stalemate because Black has 5 legal moves.
