this doesn't make sense. Why wouldn't white queen just take the black queen on the first move?

The actual initial position of the study is that one. White to play and win.

The first moves are straightforward: 1.b6+ (1.ba6? b5) 1...Kb8! 2.h4 a5 3.h5 a4 4.h6 a3 5.h7 a2 6.h8=Q (promotion to bishop is not good because white can't pull the black king off the corner) 6...a1=Q and so on.
