I am not an expert, just sharing my own thoughts. This should be winning for black with perfect play from both sides. Queen and a pawn vs 2 rooks should probably be a draw in most situations. Here black has an extra bishop. It should be enough. My rough plan would be to trade all the black's pieces for that queen and those 2 pawns if possible. Remaining black pawn should be enough because white's king is probably not close enough to have an opposition.
There are surely more possibilities, but I feel that black can eventually exploit the fact that he can attack with both rooks (and maybe a bishop) and exchange both rooks for a pawn and a queen. Afterwards black can exchange a bishop for a pawn and promote his own pawn. Something like that is probably a clear human way to win this.
I feel that it might be different if white's pawns are more advanced.
