It looks like a make to me, but can’t the black rook take whites Queen?

It's a mate in one move.

The black rook can't take the white queen because the white bishop on d5 checks the king.

No, it's not checkmate because it is an illegal position with only 1 king on the board (the one you changed your mind about). Never ever ever ever post a diagram with just 1 king or no king at all.

It's not checkmate yet, but after black rook takes bishop, white can force mate in one move
