No becouse black doesn't let the withe king reach the 7th rank and the white king won't stop giving it the oposition

This is a dead draw. White's only attempt to make progress is 1. f6-f7, but as soon as he does that Black plays 1...Rb1 and White's K has no refuge from endless checks. Building a bridge doesn't work: 2. Ra5 Rg1+ 3. Rg5 Rxg5+ 4. Kxg5 Kf7 is a simple draw.
