I don't think it is illegal, the king does not pass through check.
I faced a castle like this in tactics trainor.
This is not an illegal castle...
but what are the chances u will not move ur king nor ur rook way into the endgame?
I thought that there could not be any pieces attacking any of the squares between the king and the rook. If that rule is true, then this is an illegal castle.

Close - There cannot be any pieces attacking any of the squares the king moves through. This castle is fine.
It is not illegal.
The King is not in check, none of the squares tghe King passes over is attacked, and the King's final position is not in check.
The King does not occupy or pass over b1, the fact that it is under attack is irrelevant.
Even if the Rook was under attack in the start position, castling would still be legal.
