The puzzle ratings are a private system for chess.com. This "puzzle" would never be accepted as a puzzle in chess.com's puzzlebase as there are too many winning choices for white.
Note that ELO's are about overall player strength and puzzles only about tactical skill for which there is no formal rating system. Except in the organized composition community a place further away from the lot here than the moon.
