The etiquette of resigning

I wonder why nobody is talking about time controls. In bullet resigning is completely absurd and in blitz without incremen it is also nonsense in most cases. I recently won even rapid game when i was down a full queen and opponent fail to convert in time.

It's not stalemate, white has a6. The pawn is moving "down".
