At what elo rating would you consider no longer a beginner?

I do not think rating deciders beginner.  You can be a good player just starting and have a decent rating.  You could be an experienced bad player with a lower rating.

For your question, if you were to say what a "beginner" ceiling lies for the average person who is not equally as intuitive, it would lie around ~1000-1200.

The question is beginner, not recreational player

I would say no longer a beginner when opponents have to use tactics to win material off of you instead of just taking hanging pieces so it's possible to be a beginner and an intermediate at the same time when you play different time controls.
