At 400, you shouldn't be concerned with learning openings.

And then focus on not hanging your pieces, such that they can be taken in 1 move.

At 400, your games aren't being won or lost because of opening theory knowledge. They're being won and lost because people blunder their pieces in 1 move. Cut that out of your game, and your rating will go up hundreds of points.

White just defends the pawn with the other pawn...
Actually white usually does not. The most common (and probably the best) move is 3. d4.
White could defend with 3. c4, but that is not the best option and not very common either.
The top three options Stockfish gives are d4, Nf3 and Bb5+. The order depends on how long you let it run.
I think Scotch is the best if it is possible to say that. Because it's quite simple and reliable. But opening isn't most important from my point of view.
