best tie?

A win is a win right? But are all ties seen as equal in terms of ranking games/players? i.e. Stalemate, 3 move repeat, 50 move rule, insufficient material, insufficient material vs timeout. I am curious if there is a ranking in which to prioritize them, if need be.

A draw is a draw. But a draw where there was a win if played correctly is worse than one where the draw was the best line.
