Learn E4 so you know what to expect when it's played against you, and once you get a good grasp swap over to D4

you're 2339 BULLET. % of people don't have 2339 BULLET.
blitz chess ratings being lower than rapid ratings have NOTHING to do with the opening, (unless you play a very bad opening). The reason it's lower than the rapid rating by a lot is because the skill level if naturally lower if you have less time to think.
