Generally speaking, You should have good development, control over center or the center be blocked, then you go for attack on the flanks. It also depends on your pawn structure and how pieces are placed based on that pawn structure. You can also use counting technique: Number of attackers vs Number of defenders to assess your chances of attack working out in your favor
I’m reading The Art of Attack by Vukovic and in it he states that certain preconditions must occur before you can launch an attack but then says:
“It is still not clear what the minimum preconditions are, or what kind of advantage is necessary, for a mating attack. It may be a question, for example, of a single moment in a game which never returns.”

since he wrote the book have we any better understanding of those minimum preconditions are?
maybe the answer is “keep reading the book”, I figured that maybe the answer isn’t there since he wouldn’t make that comment if he was about to answer it.
