That means it's a draw. One side ran out of time but the other side had only a king left or just a king and one minor piece, so it couldn't have achieved checkmate.

You have been on both sides before, amongst the games which ended that way and justbefair has captured the points correctly. A player who runs out of time cannot possibly win because he did not utilise his time well. The other player who has insufficient material cannot possibly win no matter how much time he has left.
Note that for the purposes of this, combinations such as king and knight only or king and bishop only are considered for this insufficient material ruling, even if checkmate is possible with worst play from the player who runs out of time.
