How to counter exchange all pieces play

I wonder is there a good opening or strategy to counter player who just exchange every pieces ?

Sometimes it irritates me to play with player like this. For example the guy play ruy lopez opening after 3. Bxc6 he just exchange every pieces he seen immediately and leave me with poor pawn structures like c7 and c6 pawn then struggling in end game

Just get into positions where obvious exchanges favor you so that it is correct not to trade yet? Or positions where good exchanges are not possible so the game maintains a denser board state, which an exchange-heavy player is likely less familiar with and so will struggle more.

In the example you gave (the Ruy Lopez Exchange variation), sure, Black gets doubled Pawns. But in return, he gains a tempo (White's Bishop moved twice in order to exchange itself for a Knight that moved only once... a net loss of one move) and also gains Bishop vs Knight (which is usually an advantage in positions with unbalanced Pawn formations).

Those doubled Pawns are by no means worthless, either... with Pawns on both c7 and c6, Black can control d5 with a Pawn without giving up his Pawn control of d6. Center squares are important!

Don't be afraid of retreating to avoid an exchange. Sometimes the only good thing about a move is if an exchange occurs. This is a pretty common move for lower rated players to make... and when you retreat you just leave their piece on a silly square doing nothing.

Other times you should just defend your piece. If they are the one initiating all the exchanges, then it will draw more and more of your pieces out into good positions when you recapture, so they will always be losing time.
