In my experience, improvements in blitz and bullet only come from improvements in your rapid games. If you want to get to 400 blitz, you probably need to get to 500-600 rapid first. It's through longer time controls that you are able to develop your intuition and react quickly.
Improve in blitz and rapid and then you will find yourself thinking quick in bullet game
I am a about 400 Elo rapid player who wants to play bullet but struggles because of clock pressure.
