I started playing chess about two years ago and I set a target to reach 1600. I have managed to get to 1400 but I can't seem to progress further. I almost almost play on 30 minute per side time control but I sometimes still run into time control issues.

You should have been able to draw your last game.

Perhaps some endgame courses and drills would help.

Yeah I was frustrated with that game for many reasons and I was down to a few seconds left on my clock when I blundered that endgame draw. When I play 30 minute per side games like this one, I tend to still get into time issues. I think I spend too much time in the middlegames because I'm not sure of how to create a plan.

Well I think reaching 1600 is not hard you just need to learn more about strategy and to follow rule of attack and endgames that's all

Improving at chess is usually not easy. If you can afford few lessons, I would advise getting a coach. I can teach you how to think during the chess game. After that, your progress is inevitable.

If you can't afford any lessons, here is the excerpt from very good article on how to improve:

Play a lot, analyze your games, and primarily study tactics. Your knowledge of openings, endgame, middlegame, etc. will come from analyzing your games and going over grandmaster games. Only study one of those specific topics if it is clear you are specifically losing because of that topic.
