Players will be put in the sections according to the rating, not where they sing up to play.

As I've stated elsewhere, I'm considering going to a large tournament. I was on the website and looked at the advanced entries. I'm confused.
In the U1300 section, there are several Over1300 entrants. How does that happen? Have their ratings gone up since they entered? And how does a TD handle that --- move them up involuntarily?
