I am solving so many puzzles and playing chess a lot. but my rating doesn't change a bit. I don't know why my puzzles don't affect my rating.

Puzzles don't directly affect your rating. They are just to train you and then affect your rating by making you play better.

When you are doing a puzzle you know there is a winning move or tactic to find. This makes it easier because you know you're looking for something. When you are playing a game you either have to engineer the opportunity yourself or find it after the opponent has made a mistake. You do not know that a winning move exists in any given position (and indeed it may not, you have to calculate) during a game so you are not looking so hard for it, and additionally your clock is ticking whilst you think. It's very easy to just play a move you think is fine, OK, or safe because you are losing time or you can't calculate all the possible lines. The opportunity often only lasts for one move and you miss the chance to get a win or a winning position.
