How do I draw in this position as Black if my opponent does not resign or flag or does not accept my draw offers?

White times out in this position. Why does Black win the game even though it is clear that White will easily checkmate Black?

I played 1. b4+ and it is clear that the Black king cannot run away or capture the White pawn. Checkmate. Why does the computer not register the move as a checkmate?
