running the clock down?

what is the deal with people running the clock for nearly 25 min until they time out? basically as soon as we are out of the open they just sit till I win on time... I play 30min games so I can take my time and learn but this keeps happening.

That's why I gave up playing slow chess here.
There are clubs like the Slow Chess League which require people to successfully complete qualification games before competing.
