GM Gledura has a really wonderful course on the queen's gambit accepted for black that I think I can recommend with this criteria in mind. QGA is a solid and provocative choice, but it's also a good educational tool as well as you'll have to learn to handle both your opponents tactical and positional tries.

Against 1. E4, I think the standard giocco piano/ruy lopez plans should do great for your purposes. I would recommend the lines put forward in the David Anton Teaches 1.e4 e5 course on chessable. Black's play is again solid and provocative and you'll get to work on both your tactical and positional play along the way. Good stuff
Playing as Black, sometimes, depending on my mood, I like to play aggressively, swashbuckling, devil-may-care and to counter my opponents opening with a throw down the gauntlet gambit. It's fun watching a prepared opening being thwarted by confusion. Where chaos reigns blunders prosper.
However, what I'm looking for, please, is a Black opening that is defensively solid, bomb-proof. I don't want my opponent excited by tactical opportunities, quite the opposite, I want him and his manoeuvres frustrated, blocked and shutdown. This isn't just sadism you understand, I want my opponent, eventually, to be tempted into rashness...failing which, I'll settle for a draw.
Any suggestions?
