how can I prevent stalemating when I only have the rook and the king?

keep the rook away from king of opponent

get your king in front of their king and keep blocking lanes and pushing his king in a corner lane and as soon opponents king is cornered or is right in front of your king just move rook in that lane its a checkmate ill show you one game of such type if i find one from my game history

1. Use the rook to progressively reduce the king's space.

2. Put your king behind the rook, but make sure they're still touching.

3. Force the king into the corner. DON'T deliver a check.

4. Win.

Here's an example of how to do it. It might not be the most efficient way, but it's still a clear enough explanation.

As for actually stalemating, PAY ATTENTION. And if you're not sure, play a check; a check can never be a stalemate — but it can be checkmate — because it attacks the king.

In addition, after you found next move and before you do it - check quickly if opponent has square to go by his king.
